Right now India need human asset creation more than wealth creation.
To start with right people need to be empowered and more importantly, be empowered in their own city. I would ask the silos to open investment in tier 2 and tier 3 cities. It maybe high risk but such high risk low capital investments will help development of these cities as well.
This will also reduce the high population migration towards tier 1 cities reducing overall cost of living, raising quality of living for everyone.
